DHRPC Committees Leadership Committee Leadership Committee (LC) monitors the progress of Planning Council activities to ensure that its work aligns with the Ryan White HIV/AIDS Program legislation. LC is made up of the planning council leadership team, committee co-chairs, and any planning council member who would like to serve on the Leadership Committee. Rules and Membership Rules and Membership (RM) is responsible for preliminary revision of the DHRPC Bylaws and monitoring DHRPC participation, including the advisement on actions relating to conflict of interest and voting rights. RM assesses how well the Planning Council reflects the current HIV epidemic in the Denver TGA and makes recruitment recommendations to change the roster. RM supports recruitment, interviews potential council members for DHRPC vacancies, and recommends a slate of candidates to the full Planning Council for Mayoral appointment. Service Needs and Assessment Committee Service Needs Assessment Committee (SNAC) works with the Denver HIV Resources to identify service needs by gathering data and conducting needs assessments. SNAC manages all needs assessment activities which include analyzing data used for developing the Statewide Coordinated Statement of Need (SCSN) and the Integrated Plan. With direct input from people living with HIV (PLWH), SNAC conducts the assessment through both qualitative and quantitative methods. SNAC presents data to the PSRA committee in time for priority setting and resource allocation. Community Engagement Committee Metro Denver HIV Service Coalition (MDHSC) Committee assesses the service delivery system to determine system performance in meeting the needs of people living with HIV. The committee, although not exclusively, drafts directives for consideration by the DHRPC, to improve service delivery and address implementation issues. They also review and provide feedback to DHR on service standards and crafts recommendations to the DHRPC on service categories to meet the needs of people living with HIV for PS/RA. Priority Setting and Resource Allocation Committee Priorities Committee develops and evaluates components of the priority setting and resource allocation process, including the data training meetings, community input process, and Priority Setting and Resource Allocations meeting agendas. The committee will evaluate the process annually and make appropriate adjustments to increase productivity and efficiency. They will collaborate with the EAC to determine the data needed to make informed decisions during the PS/RA process. This involves ensuring that the contract and invoice processes are completed in a timely manner. The AEAM provides active directives that promote the welfare of PLHIV in the Denver area. AEAM Documents INTEGRATED HIV PREVENTION AND CARE PLAN In Denver, the development of the Integrated Plan is a collaboration with the Colorado Department of Public Health and Environment that receives Part B funding. The Integrated Plan is informed by the Statewide Coordinated Statement of Need (SCSN) and the Colorado Strategic HIV/AIDS Strategy (COHAS). The SCSN and the COHAS support decisions about how to deliver services for PLHIV. 2021 SCSN 2022-26 COHAS Memorandum of Understanding (MOU) The MOU is developed for the purpose of enhancing collaboration and clarifying responsibilities between the DHRPC and the office of Denver HIV Resources. The Denver HIV Resources Planning Council Seeks New Members! The Denver HIV Resources Planning Council (DHRPC) is looking for committed individuals, including dynamic people living with HIV (PLHIV) who want to make a positive impact in our community. Working closely with the Denver Department of Public Health & Environment’s HIV Resources Office , the Planning Council is a diverse group of PLHIV, community members, and service providers who come together to address the needs of PLHIV in the Denver Metro Area. The DHRPC serves the following six counties: Adams, Arapahoe, Broomfield, Denver, Douglas, and Jefferson. *** We believe in harnessing the strength of diverse voices within the HIV community, including but not limited to: PLHIV who receive or have received Ryan White services Women living with HIV PLHIV from federally recognized Indian tribes in Colorado Young adults living with HIV (18+) PLHIV with Hepatitis C PLHIV experiencing homelessness PLHIV who were previously incarcerated Application Process: Interested applicants are encouraged to submit an online application and resume on the City of Denver's Boards and Commissions Application page (select HIV Planning Council) and email the Denver Office of HIV Resources at dhrplanningcouncil@denvergov.org . Planning Council Responsibilities: The Planning Council plays a critical role throughout the year, including evaluating the needs of PLHIV through data analysis, assessing service delivery effectiveness, and determining funding allocations for essential healthcare services like hospital visits, mental health services, dental care etc., as well as support services beyond HIV-specific care such as support groups, housing, and food bank services. The Planning Council also advises on the Colorado HIV/AIDS Strategy (COHAS), which outlines treatment and prevention strategies for the state. Term Limits and Attendance Rules: Planning Council members are appointed to a three-year term by the City of Denver's Mayor's Office . Applicants should be prepared to commit to two two-hour meetings per month, along with additional training sessions and special meetings as necessary. No other federal health or human services program has a legislatively required planning body that is the decision maker about how funds will be used, has such defined membership composition, and requires such a high level of client participation (at least 33 percent).
